PLDT and Smart’s network infrastructure enabled fast and reliable transmission of votes and relevant election data in the 2025 National and Local Elections. The state poll body utilized some 60,000 Smart SIMs in voting precincts nationwide to transmit election results over Smart’s 4G network almost exclusively.
“In the 2025 elections, 99% of transmissions were carried out over 4G—compared to 22% in the previous election,” said Debbie M. Hu, AVP and Smart Wireless Network Head. “Our network has come a long way in just three years.”
Polling precincts sent the bulk of the election data as early as 7:00 pm on May 12, when most voting centers closed. In just five hours, 98% of election returns crossed Smart’s network, nearly a full day faster than the 2022 polls.
Throughout the voting and transmission period, PLDT and Smart’s fixed and wireless networks remained stable and fully operational and did not experience any disruption. Hundreds of PLDT and Smart engineers were earlier deployed nationwide to monitor and support network operations, and if necessary, respond to service issues.
As the country’s leading integrated telco, PLDT and Smart provided the resilient infrastructure that powered the secure transmission of election data from precincts to central servers. COMELEC sourced SIMs from all three major Philippine telcos, with the majority coming from Smart. It also engaged the iOne-Ardent joint venture to deliver secure electronic transmission services for the 2025 polls.
PLDT and Smart’s collaboration with COMELEC and other government agencies reflects the companies’ commitment to strengthening democratic processes through secure, reliable technology. These efforts contribute to the United Nations’ Sustainable Development Goal 16—promoting peace, justice, and strong institutions.
