Mobile Internet Keeps Southeast Asia’s Remote Work Hubs Connected, but Fixed Broadband Tells a Different Story

Southeast Asia continues to strengthen its position as a hub for digital nomads and remote workers, with Ookla’s latest report highlighting generally strong mobile connectivity across the region’s popular destinations. While mobile networks are proving increasingly capable, the report also reveals important differences in fixed broadband reliability and Wi-Fi technology.

Among the 13 destinations measured, Da Nang, Vietnam, recorded the fastest median mobile download speed at 215.56 Mbps. At the other end of the range, Cebu in the Philippines posted 55.48 Mbps. Despite the gap, mobile performance remains broadly satisfactory for remote work. Median download speeds increased in 12 of the 13 destinations over the past year, indicating continued improvements in mobile network performance.

The expansion of 5G availability is another positive development. Availability increased across all 13 destinations, ranging from an impressive 83.8% in Phuket, Thailand, to 40.0% in Penang, Malaysia. However, greater access to 5G has not necessarily translated into more consistent performance. The share of 5G samples meeting the benchmark of at least 25 Mbps download and 3 Mbps upload declined in seven destinations.

Network stability also deserves attention. Mobile jitter remained below the 30 ms threshold that Microsoft Teams considers poor for video calls in every destination. Da Nang recorded the lowest jitter at just 7 ms, while Cebu had the highest at 18 ms. However, jitter increased year over year in 11 of the 13 destinations, suggesting that connection stability could become a growing concern for remote professionals.

Fixed broadband is where the differences between destinations become much more pronounced. Singapore led with a median download speed of 447.75 Mbps, while Jakarta, Indonesia, recorded 60.33 Mbps. Reliability can also vary significantly. Chiang Mai, Thailand, for example, delivered a 258.50 Mbps median speed, but only 65.7% of fixed samples achieved the 25 Mbps download and 3 Mbps upload benchmark.

Finally, Wi-Fi remains an important part of the remote-work equation. A fast fixed connection can still result in a poor experience if the local Wi-Fi network is outdated. Singapore stands out, with 34.4% of reported Wi-Fi connections using Wi-Fi 7—7.5 times the share of the next ASEAN destination. Meanwhile, legacy Wi-Fi 4 remains common in Jakarta and Bali, accounting for 42.7% and 41.9% of connections, respectively.

Overall, the findings show that Southeast Asia remains well-positioned for remote work, but speed, consistency, reliability, and Wi-Fi technology all matter when choosing a destination.

Ookla Study: Singapore Sets the Pace While Malaysia Delivers Stability in Asia-Pacific AI Network Performance

As artificial intelligence (AI) applications become more integrated into everyday business operations, network performance has become a critical factor in delivering fast, reliable, and seamless user experiences. A recent analysis of AI network latency across the Asia-Pacific region highlights significant differences between countries, revealing that while Singapore leads in speed, Malaysia excels in consistency, and cloud infrastructure choices remain a key challenge for several markets, including the Philippines.

Singapore stands out as the region's top performer in baseline latency, recording an impressive 24.6 milliseconds (ms)—the lowest among the markets studied. This makes Singapore the only country in the dataset to achieve the recommended latency threshold of under 30 ms, which is essential for demanding AI applications such as augmented reality (AR) and multimodal vision systems. These applications require near-instantaneous responses to maintain a smooth user experience. However, Singapore's advantage comes with a caveat. During periods of heavy network congestion, its latency degradation increases dramatically, rising by 9.2 times due to the intense demands of its densely populated urban environment.

Meanwhile, Malaysia demonstrates exceptional network consistency. All six of the country's major telecommunications operators successfully meet the latency requirements for both text-based large language models (LLMs) and voice AI services. This consistent performance makes Malaysia a reliable environment for businesses deploying AI-powered customer service, voice assistants, and enterprise automation solutions where stable response times are just as important as raw speed.

The study also reveals that cloud infrastructure selection plays a significant role in AI performance across Asia-Pacific. Depending on the cloud provider, latency differences can reach nearly 100 ms in certain markets. For businesses operating in Malaysia and the Philippines, Oracle Cloud Infrastructure (OCI) consistently records higher latency compared to competitors such as Amazon Web Services (AWS), Microsoft Azure, and Google Cloud Platform (GCP). These findings suggest that cloud deployment strategies should be carefully evaluated alongside network infrastructure when designing AI-powered applications.

Another critical metric is network jitter, which measures fluctuations in latency. High jitter can severely impact real-time AI applications, even if average speeds remain acceptable. Both the Philippines and Malaysia experience the worst-case jitter among the markets analyzed. The Philippines records a 90th percentile worst-case jitter of 34.9 ms, highlighting the challenges developers may face when delivering stable AI experiences for voice recognition, live video analysis, and interactive AI services.

As AI adoption accelerates across Southeast Asia, optimizing network latency, minimizing jitter, and selecting the right cloud infrastructure will be essential to unlocking the full potential of next-generation AI applications.

Starlink’s Performance Across Asia Pacific Highlights the Role of Regulation and Infrastructure

According to a recent regional performance review by Ookla Industry Analyst Affandy Johan, Starlink continues to demonstrate strong broadband capability across Asia Pacific (APAC), with results showing that regulatory readiness and infrastructure deployment—not market demand—are the primary drivers of where the service becomes operational.

The analysis covered 11 APAC markets and revealed that Oceania currently leads the region across nearly every performance metric. New Zealand recorded a multi-server latency of just 35 milliseconds in the fourth quarter of 2025, the lowest among all Starlink markets globally. This milestone places satellite-based connectivity on par with many terrestrial broadband networks, reinforcing Starlink’s technical maturity in regions with supportive infrastructure environments.

Australia also delivered a standout performance, achieving a median download speed of 162.47 Mbps during the same period. These figures demonstrate how satellite internet can provide competitive high-speed access in geographically dispersed markets where traditional fiber deployment can be costly and time-consuming.

One of the most significant insights from the study is that regulatory posture—not consumer demand—largely determines whether Starlink launches in a given country. Across all active APAC markets, governments required some form of compliance adjustment before granting operational licenses. These included national security provisions, infrastructure commitments, and foreign ownership conditions. Such requirements highlight how satellite broadband is increasingly treated as critical communications infrastructure rather than simply a commercial internet service.

Bangladesh and Sri Lanka represent notable examples where legislative reforms were necessary before approvals could move forward. Meanwhile, India—potentially the largest future Starlink market in the region by population—has already secured the required licenses but remains pending launch due to unresolved spectrum pricing structures and additional security clearances.

Infrastructure localization also appears to play a decisive role in service performance. Markets with confirmed local gateway installations, including Australia, New Zealand, and Bangladesh, reported latency levels between 35 milliseconds and 36 milliseconds in late 2025. These results are comparable to many fixed broadband services and demonstrate the importance of ground-based network integration in optimizing satellite internet delivery.

Overall, the findings suggest that while Starlink’s technology is capable of delivering globally competitive connectivity, national regulatory alignment and gateway deployment remain the key determinants shaping rollout timelines across Asia Pacific.

PLDT, Smart network enhancements boost internet quality in PH

Leading integrated telco network PLDT Inc (PLDT) and its wireless subsidiary Smart Communications, Inc (Smart) are further boosting the Philippines' digitalization aspirations, aiding the delivery of better connectivity and helping develop the country's digital infrastructure.

According to the latest Digital Quality of Life (DQL) Index 2023, the Philippines recorded improvements in terms of Internet Quality and Electronic Infrastructure, which are among the Index's pillars.

Currently, the Philippines ranks 21st in terms of Internet Quality, up from 45th in 2022, while in terms of Electronic Infrastructure, the country ranks 54th, up from 65th the previous year. Overall, the Philippines ranks 60th out of 121 countries in terms of DQL.

"We continue to optimize and fortify our network as we strive to keep families connected, enable businesses of all sizes, power the government's e-governance initiatives, and ultimately narrow the digital divide," said PLDT and Smart Network Head Eric Santiago.

For their efforts at improving their integrated fixed and wireless networks, PLDT and Smart have been consistently cited by third-party analytics firms for delivering top-notch broadband and wireless services in the Philippines.

 

PLDT recently achieved a five-peat win as the fastest internet service provider in the country from global benchmarking company Ookla and is the only telco in the Philippines to achieve such a feat.

 

Smart has also been cited by Ookla as the Philippines’ Fastest and Best Mobile Network--the first and only Philippine mobile operator to earn this prestigious and rare citation for three consecutive reporting periods. Since 2019, Smart has also consistently received the Best in Test citation from independent benchmarking organization umlaut.

Globe is PH's Most Reliable Network 5 times in a row

Cementing its network supremacy, Globe has retained its acclaim as the Most Reliable Mobile Network in the Philippines five times in a row by Ookla®, the global leader in internet testing and analysis.

This achievement is based on analysis by Ookla® of Speedtest Intelligence® data, which showed that Globe won in reliability based on Q2 2022, Q3 2022, Q4 2022, Q1 2023, and Q1-Q2 2023.

 

Its latest win covering Q1-Q2 2023 showed that Globe had the highest Consistency Score™ of 83.64% and was the most available all-technology mobile network at 92.63%.

Reliability is earned by the mobile operator who achieves the highest scores in two key metrics: All Technology Consistency and All Technology Availability.

In Q2 2022, when it first lorded over in reliability, Globe achieved a Consistency Score™ of 79.44% and the highest all-technology mobile network Availability at 93.11%. It maintained momentum in the following quarter, reaching a Consistency Score™ of 82.55% and an Availability score of 92.03%. In Q4 2022, Globe further improved its Consistency Score™ to 83.13%, with an Availability score of 92.38%.
