DMW, GCash Launch Buy Lokal by OFWs Initiative on GHub to Support Returning OFWs Amidst Global Crisis

The Department of Migrant Workers (DMW) and GCash formalized a partnership to support the reintegration of returning OFWs by providing entrepreneurship opportunities and digital financial tools to help them grow their businesses.

The signing ceremony, led by DMW Secretary Hans Leo Cacdac and GCash Head of Public Sector Cleo Celeste Santos, underscores both organizations’ commitment to empowering OFWs as they return and rebuild their livelihoods in the Philippines.

This was followed by the official launch of “Buy Lokal, By OFWs” Powered by GCash, as the government strengthens initiatives to support OFWs amid the ongoing crisis abroad. Alongside this event was a trade fair showcasing different business ventures by returning OFWs, ranging from food products and personal care items to handicrafts.

Boosting support for returning OFW entrepreneurs

OFWs face many challenges both while working abroad and when returning home. Limited access to financial services, difficulties managing remittances, and a lack of support during reintegration make it hard for them to achieve financial stability. These obstacles often leave returning OFWs struggling to build sustainable livelihoods and fully rejoin the local economy.

DMW Director IV Andrea Anolin shared that the program aims to provide returning OFWs opportunities to start their business, opening them up to markets where they can sell their own products. "We have a long-term plan here, and the support of GCash is really something that we also want to make sustainable," she added.

"The main goal of DMW and GCash is to help OFWs come home with stable livelihoods. We want them to be financially prepared with sustainable income, and have more time with their families here in the Philippines," GCash International Head of Product Julie Ann Abalos said.

With "Buy Lokal, By OFWs - Powered by GCash," the country's leading finance super app is throwing its support behind the initiative. The DMW program promotes products and services by returning OFWs, supporting their entrepreneurship through marketing, branding, and business growth opportunities.

The program has four key components that support OFW entrepreneurship. These include digital tools to help them manage and grow their businesses, as well as marketplace integration through GHub, which showcases OFW-owned businesses online to make them easier to find and support.

It also provides financial inclusion and literacy to help entrepreneurs manage their finances and plan for growth, along with co-branding and marketing support to increase the visibility of their businesses through joint promotions.

The program also includes access to government services, including SSS, Pag-IBIG, and PhilHealth, helping OFWs plan for long-term security as they reintegrate into the local economy.

Assisting OFWs with digital tools

While the partnership prioritizes reintegration support, it also recognizes the needs of OFWs currently deployed abroad. GCash Overseas continues to provide seamless financial services, easy access to remittances, and tools for daily financial management, ensuring support at every stage of the OFW experience.

Waived transaction fees will be credited back via in-app cashback. No registration is required; eligible fees will be automatically returned to GCash user accounts, and users will receive an in-app notification confirming that the cashback has been successfully credited.

GCash users in the Philippines can also remit money to their loved ones in the United Arab Emirates, Saudi Arabia, Qatar, and Oman for free via GCash International Transfer.

OWWA, GCash Partner to Provide Digital Payment Access to OFWs Globally

The Overseas Workers Welfare Administration (OWWA) and GCash have partnered to enable OFWs to pay their membership fees via the GCash app. OFWs can now pay membership fees conveniently and securely using the Bills Pay feature of GCash, anytime, anywhere. This comes at a critical time, as the ongoing Middle East conflict heightens the need for safe, reliable, and accessible digital solutions for Filipinos.

Active membership provides essential support, including emergency repatriation services and reintegration, as well as social benefits like healthcare, legal assistance, and livelihood programs. By digitizing the renewal process, OWWA and GCash are helping ensure that Filipinos have uninterrupted access to these benefits and protections, especially during crises.

“Digitizing the OWWA membership renewal via GCash is a vital component of how our agency is continuously modernizing for the benefit of our countrymen working abroad,” said Atty. Patricia Yvonne “PY” Caunan, OWWA administrator. “We’re glad to have allies in the private sector to help us continue extending the safety of home and the protections of the government to our migrant workers.”

At the signing of the memorandum of agreement, Caunan also cited the broad digital finance advocacies of GCash, which include actively fostering a culture of financial literacy, as key drivers in advancing economic inclusion—contributing to the national goal of making migrant work a sustainable and viable livelihood choice for Filipinos instead of a necessity.

OWWA membership payments will be available through the GCash app starting April 16, 2026. To support OFWs during this time of crisis, transaction fees will be waived for three months or until July 16, 2026.

To pay for your OWWA membership, OFWs just need to follow these steps:

1. Open the GCash app and tap Bills.

2. Select Government, then choose the OWWA icon.

3. Enter your personal details and reference number, then proceed to payment.

Beyond membership payments, OFWs can also use GCash to send remittances, pay bills in the Philippines, and access savings, credit, insurance, and investment products, helping them manage their finances and stay connected to their families.

GCash Waives Transaction Fees for Overseas Filipinos in the Middle East

GCash is waiving transaction fees on bank transfers, bill payments, and mobile load purchases for GCash Overseas users in the United Arab Emirates, Qatar, Bahrain, Kuwait, Saudi Arabia, and Oman to help ease their financial burden amid the ongoing developments in the Middle East.

This initiative allows overseas Filipinos in affected areas to stay connected with loved ones back home and to receive assistance without added costs. This supports the national government's continuing efforts to prioritize the safety and welfare of overseas Filipinos.

Waived transaction fees will be credited back via in-app cashback. No registration is required, and eligible fees will be automatically returned to GCash user accounts, and users will receive an in-app notification confirming that the cashback has been successfully credited.

For transactions made from March 4—10, 2026, cashback will be credited back to users on March 20, 2026. Transactions from March 11—14, 2026, will receive cashbacks on March 27, 2026.

GCash will continue to closely monitor developments in the region and assess the need for a possible extension of these financial relief measures as necessary.

In direct response to President Bongbong Marcos, Jr.'s directive to prioritize the welfare and safety of overseas Filipinos amid ongoing unrest in the Middle East, the PLDT Group has expanded its suite of emergency communication tools. This initiative aligns with the administration's mandate to maintain vital lifelines for OFWs and their families, ensuring that those in affected regions remain connected during this critical time.

The PLDT Group is placing a primary focus on accessible coordination through the DMW-OWWA 1348 hotline. OFWs can access this service for free by using Smart Virtual Numbers on the TinBo (Tindahan ni Bossing) platform, available on the Google Play Store, the Apple App Store, or at www.tinbo.ph.

Additionally, for urgent coordination with family in the Philippines, Smart subscribers currently situated in Algeria, Bahrain, Egypt, Iraq, Israel, Jordan, Kuwait, Lebanon, Libya, Morocco, Oman, Palestine, Qatar, Saudi Arabia, Syria, Tunisia, UAE, and Yemen are encouraged to use the dedicated 24/7 Smart Crisis Hotline toll-free at +632 8845 7799.

Building on the emergency support activated by PLDT Group Chairman Manuel V. Pangilinan, the Group is extending these free services to alleviate the burden on Filipino workers. BCRemit Seals Partnership With GCash to Serve More Overseas Filipinos

Filipino-owned global fintech company BCRemit, which provides online money remittance services to the Philippines, launched its partnership with GCash, the Philippines’ leading mobile wallet, to enable Filipinos abroad to send funds back home with ease, anytime.

Starting in February, Filipinos in the United Kingdom, Spain, and other European Union countries, as well as in the United States, could send money straight to GCash accounts in the Philippines securely through the BCRemit app or website. Overseas Filipinos (OFs) could also add cash to their own GCash accounts with ease at any time of day via BCRemit.

OFWs learn tips, life hacks in online talk show powered by TinBo, OWWA

Tindahan ni Bossing (TinBo) and the Overseas Workers Welfare Administration (OWWA) present Umpukan with Bossing Season 2, a livestream series that aims to educate and inspire overseas Filipinos worldwide.

The talk show is hosted by OWWA Administrator Arnell Ignacio and live-streamed via the TinBo Facebook Page, TikTok account, and YouTube channel. PLDT Group Backs PBBM’s Support for OFWs

The PLDT Group, through PLDT Global Corporation (PLDT Global), reiterates its support for overseas Filipinos as President Ferdinand Marcos, Jr. gave them recognition in his State of the Nation Address 2024.

PLDT Global teams up with telco agency JDM to support South Korea-bound OFWs

Among the many concerns of Filipino migrant workers when they leave the country is purchasing a SIM card in the country of their destination to enable them to communicate at work and to stay in touch with their loved ones in the Philippines. For countries like South Korea, which has strict policies for foreign workers, several requirements must be complied with before they are able to secure a local SIM. To support this particular need of Filipinos bound for the Land of the Morning Calm, PLDT Global Corporation (PLDT Global) has teamed up with South Korean telco agency JD Mobile Company (JDM Korea).

Under this partnership, PLDT Global and JDM Korea will provide OFWs with free SIM cards with one-month subscription plan which already includes data, voice, and texts before leaving the country. Returning OFWs find hope in Balikabayanihan Program

Even before the COVID-19 pandemic, we knew of the bittersweet stories of returning Overseas Filipino Workers (OFWs). Often, they go abroad for high-paying jobs so that they can save and send money to their families back home. But migration stories don’t always guarantee a happy ending, and they need help when they are forced to return home.

“Dahil ang pagkakaakala ko ay ang pagiging OFW ang sagot sa lahat ng naging problemang financial namin at gusto kong maiahon ang aking pamilya at mapagtapos ang aking anak,” said returning OFW Marites Coronado. The journey, however, wasn’t simple.
Take the case of another former OFW, Alma Palafox. She recounted: “Hindi po ako sini-suwerte sa napupuntahan na bansa. Laging may masamang nangyayari po sa akin. At minsan na rin muntik na akong hindi nakabalik ng Pinas ng buhay. Kaya hindi ko po natatapos kontrata ko.” Gerlie Austria shares a similar experience but remains grateful despite the hardships she endured abroad. “Hindi man po ako naging maswerte sa ibang bansa, pero nagpapasalamat po ako sa Panginoong Diyos at ako po ay nakauwi nang buhay.” Myrna PeƱosa Corporal recalled the gloom she felt when she decided to go back to her family. “Noong nagsabi ako sa amo ko na ibalik na ako sa agency, dinala po nila ako sa Labor. Ang unang pumasok sa isip ko at naiyak ako, ‘Paano na ang pamilya ko? Uuwi ako na walang pera at naipon’,” said Corporal. Coronado, Palafox, Austria, and Corporal are among the OFWs who had to return home even if they haven’t achieved yet the financial goals they set for themselves. The Balikabayanihan campaign, a program supported by the Bank of the Philippine Islands (BPI), seeks to help these OFWs whose dreams were interrupted for various reasons. Spearheaded by NEDA-Philippine National Volunteer Service Coordinating Agency and Atikha — a non-government organization working with OFWs and their families to maximize the gains of working abroad — Balikabayanihan calls on the spirit of volunteerism of Filipinos to help returning OFWs. It is a call for partnership by the Overseas Filipino organizations with government agencies, local government units, and the private sector to help OFWs by providing the needed resources — manpower and funds or mobilizing their volunteer network to serve as mentors to the OFWs. Melanie Labera, a returning OFW whose plan to resume her work abroad was put on hold because of the COVID-19 pandemic, benefitted from the program. “Nang umuwi ako ng Pilipinas, nagkataon naman na pandemic. Gusto ko sana bumalik [abroad], pero di na ako makabalik. Kaya malaki ang pasasalamat ko sa programang ito, pati sa BPI. May konting puhunan naman ako sa aking tindahan, pero konti lang. Kaya nagpapasalamat ako na nadagdagan dahil sa inyo.” For her part, Austria, also a program beneficiary, said, “Nang makabalik po ako sa Pilipinas, isa po ako sa maswerteng napili ng Atikha na mabigyan ng tulong upang ako’y makapagsimula ulit sa aking buhay. Naging masaya po ako at nagkaroon ng pag-asa sa buhay. Ngayon po ay natupad ang isa kong pangarap na makabili ng makina.” Financial empowerment As one of the program supporters, BPI aims to empower repatriated OFWs by helping them manage their finances through learning webinars and by mobilizing volunteers and sponsors. BPI implements their programs through its business units BPI Foundation, BPI-Philam, and Remittance and Fund Transfers. “This pandemic has been hard on everyone, but repatriated OFWs and their families have been particularly affected. OFWs have done so much to uplift our entire nation’s economy over the decades. It’s only right that we stand by them now and help them get back on their feet and establish a financially secure life for themselves and their families,” said Reggie Cariaso, BPI Head of Corporate Banking Strategy, Products, and Support. “Napakaganda po ng aking karanasan dahil nagkaroon po ako ng pag-asa sa buhay at talagang ipinangako ko po sa aking sarili na pagbubutihin ko po itong tulong na ibinigay sa akin ng Atikha at BPI Pamana Padala. At ang nagustuhan ko po dito ay ang mga taong kasapi dito na maaayos ang pakikitungo at napakamapagkumbaba at napakababait upang matulungan kaming lahat,” said Coronado. BPI Foundation holds mentoring sessions for OFWs with BPI Unibankers as volunteer mentors. For its part, BPI Philam provides free COVID-19 insurance coverage worth P200,000. BPI’s Remittance and Fund Transfers offers financial grants and monthly mentoring sessions for chosen OFWs and instills the value of saving using their BPI Pamana Padala account. With opportunities such as the Balikabayanihan, returning OFWs are more empowered than ever to try their luck in their home country. Palafox said, “Dito nalang po ako sa Pinas. Kahit mahirap po basta’t sama-sama kami ng mga anak ko. Kaya nagpapasalamat kami sa Balikabayanihan at sa BPI. Ang tanging hinahangad ko po sa aking sarili ay mapaunlad ko ang munting negosyo at magkaroon pa ng maraming kaalaman.” Corporal shared another insight: “Natutunan ko po sa Balikabayanihan na kailangan po tayong magtulungan para makabangon ulit sa hamon ng buhay.”
