Coca-Cola Philippines Shares EPR Implementation Perspectives at ASEAN- EU Summit in Cebu

CEBU, Philippines — Government, business, and development leaders recently convened in Cebu for the ASEAN-EU Sustainability Summit 2026, a regional forum focused on practical approaches to environmental and economic challenges across Southeast Asia.

The summit was organized by the EU-ASEAN Business Council (EU-ABC) and the European Chamber of Commerce of the Philippines (ECCP), in partnership with the Philippines’ role as ASEAN Chair, and brought together public and private sector stakeholders to discuss policy alignment, implementation realities, and investment conditions.

Coca-Cola Philippines participated as a sponsor and speaker in the flagship session, “Making Circularity Work: Scaling Extended Producer Responsibility (EPR) in ASEAN.” Discussions focused on how EPR frameworks can move from policy design to consistent execution on the ground.

As a total beverage company, Coca-Cola shared several considerations for effective EPR systems and to maximize compliance models, including: clear and enforceable regulatory EPR system design; alignment with local collection and recycling infrastructure; inclusion of informal waste workers within recycling value chain and recovery systems; and stronger incentives that support recycled material use and infrastructure investment across the region.

Antonio “Tony” Del Rosario, president of Coca-Cola Philippines, joined fellow panelists from government, ASEAN institutions, and civil society to discuss implementation challenges and lessons from early-stage EPR markets.

“EPR systems work best when design, enforcement, and on-the-ground realities are aligned,” Del Rosario said. “That requires coordination across government, industry, and waste management stakeholders.”

Discussions throughout the summit similarly underscored that successful EPR systems require coordinated action across governments, businesses, financial institutions, waste management stakeholders, and communities. Speakers also highlighted the importance of ensuring that frameworks remain practical and locally relevant, recognizing the differing levels of infrastructure and market maturity across ASEAN economies.

Coca-Cola Philippines referenced examples from its local experience supporting collection and recycling efforts locally. These include Tapon to Ipon, a collection initiative now operating through more than 6,000 community drop-off points nationwide, and partnerships focused on waste recovery and recycling infrastructure. The company also noted the role of its philanthropic arm, the Coca-Cola Foundation Philippines, in supporting programs that engage informal waste workers in the recycling value chain.

The company also cited PETValue Philippines, the country’s first bottle-to-bottle PET recycling facility established through a joint venture between Coca-Cola Europacific Aboitiz Philippines, and Indorama Ventures, as an example of private sector investment contributing to domestic recycling capacity.

Speakers across the summit emphasized that EPR outcomes depend on consistent implementation, investment-enabling policies, political stability, knowledge-sharing, and collaboration across markets, particularly given differences in infrastructure maturity across ASEAN economies.

Coca-Cola Philippines said it will continue to engage with government, industry peers, and community partners as EPR frameworks evolve across Southeast Asia.

LCF Launches League-Wide Efforts in Basilan to Address Child Malnutrition

Manila, Philippines – The League of Corporate Foundations (LCF) is intensifying its efforts to address child malnutrition in Basilan, the first province under its LIFE (LCF’s Initiative for Food Security, Nutrition, and Empowerment) program, with the launch of its two key projects: the Busog, Lusog, Talino (BLT) Central Kitchen in Isabela City, spearheaded by Jollibee Group Foundation (JGF), and a water system development project in Tipo-Tipo led by Manila Water Foundation (MWF).

Wasting and stunting remain among the most pressing nutrition issues in the Philippines, threatening children’s health, learning potential, and long-term development. According to the latest National Nutrition Survey, 23.6% of children under five were stunted in 2023—nearly one in four—and 5.6% were suffering from severe undernutrition. The 2024 Global Hunger Index likewise reports 26.7% stunting and 5.4% wasting, underscoring the urgency of tackling both acute and chronic malnutrition at the community level.

LIFE is LCF’s unified, province-by-province approach to preventing these conditions and scaling interventions for nationwide impact. “Through LIFE, we’re working to nourish not just bodies, but futures—starting here in Basilan, and moving province by province to help end child wasting and stunting for good,” said Shem Jose Garcia, Chairperson of LCF and Executive Director of Vivant Foundation, Inc.

The Zuellig Family Foundation [ZFF] initiated its efforts before the launch of LIFE in 2024. As early as 2021, ZFF provided support and worked with local officials on the Nutrition Leadership and Governance Program.

JGF and MWF are among the first to roll out projects in Basilan under LIFE. JGF’s BLT Community Kitchen will operate as a centralized hub for feeding programs targeting children, and pregnant and lactating mothers, ensuring meals are nutritious, culturally appropriate, and Muslim-friendly. Meanwhile, MWF’s water system development project in Tipo-Tipo will deliver access to clean and safe water for the community.

The Busog, Lusog, Talino Community Kitchen

Launched in partnership with the Zuellig Family Foundation (ZFF) and JGF, the BLT Community Kitchen—where ZFF served as on-the-ground anchor liaising with the provincial government and JGF spearheaded the program by fully funding and overseeing construction—was inaugurated on June 26 with then Governor Jim Hataman Salliman, Dr. Joyce Ann Arandia-Viar, Nutrition Portfolio Director of ZFF, LA Cruzat, Senior Program Manager of JGF, and Celine Santillan, Executive Director of LCF.

The BLT Community Kitchen program is an established JGF initiative, with 37 facilities nationwide, each designed to efficiently prepare and distribute meals to multiple schools. Its integration into LIFE’s Basilan rollout sets the stage for replication in other underserved areas.

“The BLT Kitchen is a model of how multisectoral partnerships can create sustainable solutions to hunger,” said LA Cruzat, Senior Program Manager of JGF. “It’s about leveraging our strengths to create impact where it matters most at the community level.”

Project Bohè: Water System Development in Tipo-Tipo

Water access, sanitation, and hygiene (WASH) are vital components of nutrition-sensitive programs, particularly in addressing undernourishment in geographically isolated, disadvantaged, and conflict-affected areas. Project Bohè, a water system development initiative, will deliver 350,000 liters of clean and potable water daily to Barangay Bohelebung.

The water system is a collaborative effort with the Local Government of Tipo-Tipo, led by the Manila Water Foundation (MWF), co-funded by Metrobank Foundation, and implemented in partnership with ZFF. Project Bohè aims to expand community access to safe water, contributing to disease prevention, improved health outcomes, and enhanced local economic activity.

To ensure long-term sustainability, MWF conducted technical capacity-building sessions and organized a WASH Group composed of local community leaders. This group will operate, manage, and maintain the system, ensuring community ownership and stewardship. Through Project Bohè in Tipo-Tipo, Basilan, MWF underscores its commitment to bringing WASH solutions to all communities.

MWF organized a WASH Group of local leaders through capacity-building sessions to operate and maintain the water system, ensuring long-term community self-sufficiency.

LIFE Moving Forward

Over the next two years, LIFE, through its members and partners, has several projects planned for Basilan. These include the turnover of anthropometric tools to monitor child growth, fundraising to extend its reach, and expanding its network of partners and supporters. Other LCF members, including East-West Seed Foundation and Ayala Foundation, are also preparing complementary initiatives in the province. LIFE has likewise received donations from organizations such as Jesus V. Del Rosario Foundation, as well as CSR-practicing corporations Monde Nissin Corporation and ISSI Corporation.

LCF’s LIFE initiative is proof that when corporate foundations unite with public and nonprofit partners, tackling child malnutrition becomes a shared and achievable mission.

Support LIFE through resources or capacity-building initiatives. Visit LCF’s Facebook page to learn how you can help. Contact Amber Garma at membership1.lcf@gmail.com or 09204649035 for more information about LIFE’s Christmas campaign.

Coca-Cola Philippines’ iSTAR Program Powers Family-Owned Carinderia’s Rise in Cebu

Cebu, Philippines – Coca-Cola Philippines continues to support Filipino micro-entrepreneurs through its entrepreneurship training programs, helping small businesses gain the right tools, knowledge, and confidence to grow and sustain their livelihoods.

Among the inspiring stories is that of Juniel and Salome Lucero, a couple from Pinamungahan, Cebu, who turned a small food venture into a sustainable family enterprise. Their business journey — guided by passion, persistence, and the right training provided by the iSTAR (Innovative Sari-Sari Store Training and Access to Resource) Program, a joint initiative of Coca-Cola Philippines and TESDA, where they gained essential skills in financial literacy, inventory management, and basic operations.

From online orders to a growing enterprise

Juniel, a former overseas Filipino worker (OFW), made a bold leap into the food business in hopes of turning his vision for success and Salome’s love for cooking into a reliable source of income for their family. Together, the Luceros opened Nicolai’s Cuisine in 2018.

When the pandemic hit, Juniel returned to the Philippines, and the couple found themselves seeking new ways to support their family. They changed their business approach and started selling packed lunches online, where they built a network of loyal customers. Today, Nicolai’s Cuisine has expanded to three staff members, offers catering services, sells lechon belly packages, and even runs a small trading sideline for plastic and paper packaging. Their clients now come from different parts of Cebu, far beyond their barangay.

Training that turned challenges into opportunities

Their journey to success is not without its challenges. It was riddled with difficulties, especially during the first year of running Nicolai’s Cuisine. Sales were unpredictable, their location had little foot traffic, and they lacked a system for managing operations.

"Mahina, matumal ‘yong business, ‘di mo masabi. Madaming losses. Hindi maganda ‘yong pwesto. Sa sobrang daming problema, [kaunti] na lang ‘yong dishes,” the couple said.

(Business was weak, slow, you just can’t tell. There were a lot of losses. The location wasn’t ideal. With so many problems, we could only offer a few dishes.)

Their turning point came in 2019 when Juniel completed the STAR Program (Sari-Sari Store Training and Access to Resources). As the foundation of what would later become the digital iSTAR Program, STAR helped them gain essential skills in financial literacy, inventory management, and basic operations.

In July 2024, they took their learning further by joining the iSTAR Training Program via Lamac Multi-Purpose Cooperative. There, they learned product costing, digital payments, online marketing, and customer engagement—skills they immediately applied by setting up online group chats with nearby schools and cooperatives for streamlined orders and mobile payments.

“Napakalakas ng benta ng online talaga. Nasa bukid kami, so ginamit ‘yon (online channels) to reach more customers,” Juniel and Salome said. “Nung nasimulan namin ‘yong online, napaisip kami, ‘Bakit ngayon lang?’ [Pero hindi] pa huli ang lahat.”

(Online sales are really strong. We live on a farm, so we used that (online channels) to reach more customers. When we started selling online, we thought, ‘Why just now?’ But it’s not too late.)

With their improved business strategy, the Luceros grew their monthly income from ₱30,000 to ₱50,000, allowing them to provide better opportunities for their children. Their business is now registered with the Philippine Government Electronic Procurement System (PhilGEPS), giving them access to orders from local government units.

Their efforts also earned them recognition, receiving the Top One Most Impactful and Inspiring Award under the iSTAR: HERStories program—an iSTAR initiative that highlights inspiring entrepreneurs who applied their training to grow their businesses.

Empowering more entrepreneurs

The Luceros’ success story highlights how Coca-Cola Philippines’ entrepreneurship programs help small business owners build sustainable livelihoods. Their journey reflects the potential of countless Filipino micro-entrepreneurs when given the right tools, support systems, and mindset.

“[Kapag] willing kang matuto, libre naman [at] worth it naman. Grab the opportunities na darating sa’yo,” the Luceros said, encouraging others to have confidence and pursue their dreams of building a business.

(If you’re willing to learn, it’s free and it’s worth it. Grab the opportunities that will come your way.)

Juniel added that completing the courses on iSTAR provided a major boost in growing their business, “Ang kagandahan [dito ay] iSTAR na talaga ang lumapit sa pamamagitan ng LMPC. Kaya sobrang nagpapasalamat kami sa mga opportunity na ino-offer ng iSTAR dito sa amin.”

(The good thing here is that iSTAR approached us through LMPC. That’s why we are thankful for the opportunities that iSTAR continues to provide.)

iSTAR builds on the legacy of the STAR Program, which was launched in 2012 under Coca-Cola’s global 5by20 initiative and empowered around 250,000 MSMEs through business training and support. In 2020, the program evolved into iSTAR to continue equipping entrepreneurs with the skills and tools needed to start and grow their businesses in today’s digital economy. In 2024, it was further strengthened with the launch of Centers for Entrepreneurship (CFEs) in seven key areas, offering training, mentorship, and financial support to help small businesses thrive. To date, iSTAR has produced over 300,000 graduates.

Farmers, fisherfolk take on TikTok, with PLDT & Smart’s ‘Buy Local’ initiative

PLDT and its wireless unit Smart Communications, Inc. (Smart) actively lead agro-enterprises towards digitalization as an income-boosting tool by introducing them to shoppertainment, a marketing strategy that brings entertainment into commerce.

To further this cause and in celebration of the National Farmers’ and Fisherfolk’ Month, PLDT and Smart have partnered with TikTok and the Department of Agriculture for ‘BuyLocal Bazaar’, a special shopping sales event at TikTok Shop to help boost the income of its partner farmers and agro-enterprise merchants.

“We at PLDT and Smart believe that technology plays a significant role in boosting Filipino livelihoods, especially during the pandemic. We have witnessed how learning about and utilizing digital tools can help farming communities and other enterprises adapt to changing times. This collaboration with TikTok and the Department of Agriculture can help level up our partners’ entrepreneurial skills,” said Cathy Yang, First Vice President and Head of Group Corporate Communications at PLDT and Smart.

In the last two years, the PLDT Group has rolled out initiatives that supported the livelihood of farmers, cooperatives, Micro-, Small and Medium-sized Enterprises (MSMEs), members of women and faith-based organizations, and indigenous cultural communities.

These include the Digital Farmers Program, eBiznovation learning sessions, FarmSmart Farm, PlantSmart, and ‘Buy Local’, all of which promote and help strengthen livelihood and food security across the country through technology-abled and purpose-driven solutions.

As the Philippines continues to make its way towards economic recovery, PLDT and Smart continue to work with like-minded organizations and other stakeholders to promote the use of technology to drive communities to progress and increase livelihood opportunities this year.

Promoting the use of shoppertainment aims to expand the online selling channels of PLDT and Smart’s partner agro-enterprises through generating entertaining content that emphasizes the relevance, fun, and community of online shopping.

PLDT and Smart’s partner agro-enterprises can create unique videos that will feature their products on TikTok Shop enabling them to reach a wider audience. This can also provide participating farmers, cooperatives, and MSMEs access to different markets through immersive and organic connection via a variety of content.

This initiative is under PLDT and Smart’s ‘eBizNovation’, a digital skilling-to-e-commerce program for MSMEs and cooperatives to help expand their market reach and boost their income.

PLDT and Smart have trained around 10,000 participants from MSMEs, cooperatives, and IP-led and small tourism business on technopreneurship topics such as social media marketing and selling on e-commerce platforms in partnership with various local government units and government agencies nationwide.

The PLDT Group remains fully committed to uplifting the quality of lives of Filipinos through livelihood opportunities from technology. This is aligned with the United Nations’ SDG #1: No Poverty and SDG #8: Decent Work and Economic Growth.

Study Finds Sari-Sari Store Food Items Experienced 15.62% Inflation in January, 4.4% Above PSA Data

23 February 2023, Manila, Philippines –  Filipino consumers at the local level were still plagued by high prices, as the year-on-year inflation rate for food items (excluding beverages) sold in sari-sari stores (neighborhood stores) reached 15.62% in January, according to the latest research released by Packworks in collaboration with Fourthwall, a sociocultural research firm. The figures obtained from Packworks’ Sari IQ business intelligence tool show Sari-sari store’s inflation rate is 4.4% greater than the official food inflation rate of 11.2% reported by the Philippine Statistics Authority (PSA) in January 2023.

The inflation of ready-made food (16.9%) recorded the highest difference with the official statistics (9.2%), exceeding PSA’s data by 7.7%. This is followed by milk, dairy, egg products, and cereals, with a difference of 5.3%.

For the joint analysis, Fourth Wall and Packworks replicated the consumer price index (CPI) approach used by the Philippine Statistics Authority, applying it to the products available in Sari IQ’s data. Moreover, the products included per category are only available in sari-sari stores.

According to the study, the higher sari-sari store level inflation rate could indicate the increasing pressure among sari-sari store owners to increase their mark-ups and profit margins. These pressures come from continuing supply-side challenges, such as the shortage of eggs due to bird flu (thus, explaining the high discrepancy between dairy and egg products).

“It is important for Filipino consumers to be aware of these discrepancies because the products (ready-to-eat food, egg) whose inflation rate at the sari-sari store exceeds that of PSA are also the ones that the lower class typically consume due to their association with convenience and cheap price. In a socio-cultural context, we tend to measure how well off or worse off we are through inflation - that is, inflation is the primary metric of poverty and economic performance, which becomes even more relevant if what is being discussed is food. This reminds us of the usual lamentation of older Filipinos, “noong araw, mura pa ang galunggong…” which means we are economically worse off now,” John Brylle L. Bae, Research Director of Fourth Wall, explained.

For Andres Montiel, head of data at Packworks, “Official statistics are limited in capturing grassroots patterns, which makes it crucial to cross-check them with data at the sari-sari store level to obtain a more precise understanding of micro-level dynamics. At Packworks, we provide retailers with reliable data that can be utilized to enhance customer engagement. Sari IQ is instrumental in uncovering what is happening at the ground level.”

Packworks study reveals Philippines is a Fried-food nation this holiday season

27 December 2022 - Frying food is one of the most common and preferred cooking methods in the Philippines because of its convenience and affordability. This holiday season, Packworks’ Sari IQ, in collaboration with Fourth Wall, a sociocultural research firm, has found out that products related to fried food are on the top of the shopping list of Filipinos in their favorite sari-sari stores.

A comparison data obtained from Sari IQ on December 1-14, between 2021 and 2022, showed that among all holiday season products, packaged sauce or “sawsawan” has the highest consumption rate, with a significant increase of 8%. Breading and coating mixed came second at 7%, while cooking oil, despite ranking in third place, remained statistically static with a 5% increase.

To explain this phenomenon, John Brylle L. Bae, Research Director of Fourth Wall said, “At a sociocultural level, Filipinos prefer fried foods because of its association to sawsawan and the culture it breeds. The sawsawan culture epitomizes the communal nature of eating for us, Filipinos – that is, eating is more than just consuming good food, but forging long-lasting connections with others.”

According to a 2016 essay by Andre Orandain, “Our [Filipino] cuisine is participative and communal. It asks and implores one to touch the food, not only to consume but also to partake. To allow ourselves to connect with the things we eat on a deeper, more spiritual level. It asks us to treat food intimate. [Therefore] The sawsawan is one of the most important facets of this trait. It defines the very structure of Filipino culture. It shows us how we adapt, how we change, how we are hospitable, and how we love to please. It is many things all at once, but more importantly, it shows how much of a reflection food is.”

Meanwhile, products related to fruit salads experienced no significant change. Evaporated milk increased by 2%, while condensed milk declined by -1%. Other fruit salad-related products have experienced drastic declines, including all-purpose cream at -11% and canned fruits at -16%, suggesting that Filipinos are giving up fruit salads on their holiday table this year.

Moreover, the demand for sugar and seasonings has considerably gone low. Sugar declined by -9% and seasonings by -33%, which shows that Filipinos are becoming more conscious about their diet – even during the holiday season.

“Our analysis further suggests that on holiday seasons, Filipinos are willing to forgo salads and sweets, but they are struggling to let go of fried foods. The aversion to sugars and salads comes from high inflation, growing concerns on diabetes, and increasing health consciousness. Meanwhile, the propensity for fried foods comes from practical considerations (convenient and economical) but also from a much deeper sociocultural consideration,” Bae explained.
