The Conrado Ladislawa Alcantara Foundation, Inc. (Alcantara Foundation) was recognized as a Finalist in the Outstanding CSR Project for Arts and Culture category at the 2026 CSR Guild Awards, held on June 30, 2026, at The Westin Manila in Mandaluyong City, for its corporate social responsibility initiative with Alsons Development and Investment Corporation (Alsons Dev).

Recognition was given to the Alcantara Foundation and Alsons Dev’s joint project aimed at strengthening Davao City’s creative industry. A key milestone is the 2025 Culture, Arts, and Heritage Summit, a multi-stakeholder platform that convened over 300 artists, cultural workers, and representatives from the government, academe, and private sector to identify sector needs, co-develop strategies, and help build an enabling environment for creative growth.

SHDA Marks 56 Years of Leadership, Housing Industry Leaders Convene to Push for Greater Sector Synergy

Manila, Philippines — As the Philippines continues to confront housing needs projected at 3.7 million until 2028 according to Department of Human Settlements and Urban Development (DHSUD), the Subdivision and Housing Developers Association (SHDA) is calling on the housing sector to move forward in greater synergy as it marks its 56th year of housing leadership, with its celebration set on May 20, 2026, at Marquis Events Place in Bonifacio Global City, Taguig.

Anchored on the theme “Synergy — Onward Together!”, SHDA’s milestone gathering will bring together housing developers, government agencies, industry stakeholders, and partners. The event underscores the association’s call for stronger collective action to accelerate housing delivery and advance policy alignment across the sector.

“At 56, SHDA stands at the convergence of legacy and urgency,” said SHDA Chairman of the Board Engr. Francis Richmond Z. Villegas. “The work of making housing affordable, sustainable, and accessible to every Filipino is far from finished, and it is work that none of us can do alone. As we face challenging times in both the global and local landscape, we are reminded not to lose sight of our goals and to continue moving Onward Together.”

The timing of the milestone reflects a deliberate position. Over the past years, SHDA has actively participated in the technical working groups led by DHSUD, particularly on the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program, the streamlining of housing permits and licenses, and the review of socialized housing price ceilings.

The association also provided industry input to the Anti-Red Tape Authority (ARTA) on the Joint Memorandum Circular streamlining permits and licenses for housing developments. SHDA also maintains active participation in key advisory and consultative bodies, including housing boards, inter-agency committees, and congressional hearings in both the House of Representatives and the Senate, enforcing its role in multi-level policy formulation and oversight.

“The progress we have seen in the past year on price ceilings and regulatory streamlining is a testament to what genuine dialogue can accomplish,” said SHDA National President Mr. Kerwin Padua. “These outcomes did not happen overnight. They are the result of sustained engagement, Technical working group meetings, regional consultations, committee hearings, and frank conversations with our government partners.”

At the regional level, SHDA’s eight chapters have facilitated direct dialogues between local developers and government agencies, including DHSUD, Land Registration Authority (LRA), and Pag-IBIG Fund, helping address region-specific concerns on project development and financing.

Founded in 1970, SHDA has grown into a 350-member organization and is widely recognized as one of the industry’s most consistent voices in housing policy formulation. Its support for the institutionalization of DHSUD through Republic Act No. 11201 underscores its long-standing advocacy for structural reform.

SHDA also collaborates with academic and research institutions, such as the Center for Research and Communication of the University of Asia and the Pacific, on the Collaborative Housing Roadmap (2025–2040). It also organizes the National Developers Convention, now in its 34th edition, one of the country's longest-running annual gatherings of housing developers and stakeholders.

SHDA Inducts 2026 Officers, Sets Forward-Looking Agenda to Support National Housing Goals

Manila, Philippines — The Subdivision and Housing Developers Association (SHDA) officially inducted its 2026 new set of officers, marking the start of a year focused on supporting member developers and advancing the Department of Human Settlements and Urban Development’s (DHSUD) beneficiary-centric housing program to help address the country’s housing backlog.

The new leadership team, led by Chairman Engr. Francis Richmond Z. Villegas and National President Kerwin V. Padua take office as the housing sector moves into the implementation phase of key policy reforms introduced in late 2025 under the Expanded Pambansang Pabahay Para sa Pilipino (4PH) program, which now includes horizontal developments.

Recently, DSHUD, together with the Department of Economy, Planning, and Development (DEPDev), released the adjustment of the socialized housing price ceiling under Joint Memorandum Circular 2025-001, along with the corresponding Implementing Rules and Regulations. The new ceilings are set at a maximum of P950,000 for horizontal or subdivision-type projects and P1,800,000 for vertical or condominium units with a minimum floor area of 27 square meters.

The oath-taking ceremony was led by DHSUD Secretary Jose Ramon P. Aliling, with senior DHSUD officials in attendance. The event also featured briefings on national housing priorities for 2026, including expanded housing options, faster project approvals, and continued engagement with private developers.

SHDA is committed to guiding its members in navigating these new guidelines, aiming to provide support on compliance, project planning, and efficient delivery, said SHDA Chairman Engr. Villegas. “With the implementation of revised policies, private-sector developers are expected to deliver around 250,000 housing units this year alone. Through briefings and knowledge-sharing, we aim to strengthen members’ capacity to plan and implement projects that align with government policies and meet the needs of Filipino families.”

SHDA’s 2026 agenda also focuses on advancing policy coordination and supporting the delivery of quality and affordable housing aligned with government targets under 4PH. Given this, SHDA continues to strengthen private-sector participation to help address financing, project viability, and implementation issues affecting housing projects nationwide.
In line with these efforts, SHDA will host its annual Golf Cup on March 26, 2026, at the Wack-Wack Golf and Country Club in Mandaluyong City. Now in its 4th edition, the event will bring together member developers, affiliate members, and other allied stakeholders from the government and private sectors for a fun and engaging opportunity of networking and collaboration in the spirit of golf. Additionally, a study tour for SHDA members in select Asian countries is underway. Countries such as Vietnam, Thailand, Japan, Singapore, and Malaysia have been identified as potential venues to benchmark best practices, explore innovative housing and urban development solutions, and identify strategies to enhance local shelter construction and delivery in their respective housing projects.

“Through these programs, we are helping members translate government policies into tangible housing outputs,” said SHDA National President Padua. “By fostering innovation, improving project planning, and encouraging knowledge exchange, we aim to help our members navigate the evolving housing landscape.”

Manila, Philippines – As the Philippines observed the National Shelter Month in October, the Subdivision and Housing Developers Association (SHDA) advanced a recalibrated, people-centered approach to housing, supported the expansion of the Pambansang Pabahay Para sa Pilipino Program (4PH), and adopted convention resolutions during the 33rd SHDA National Developers Convention held on October 9–10, 2025, at the Makati Shangri-La Hotel. Themed “Recalibrate: Upgrading Housing Strategies for a Better Tomorrow,” the event underscored the private sector’s crucial role in creating inclusive and sustainable communities in partnership with the Department of Human Settlements and Urban Development (DHSUD).

The two-day convention gathered over 400 key stakeholders, from the government sector, real estate developers, financial institutions, and policy experts, to refine strategies for delivering affordable, inclusive, and resilient homes under the 4PH program. Philippine Institute for Development Studies (PIDS) Vice President Dr. Marife Ballesteros shared insights on demographic shifts and housing trends. At the same time, Pag-IBIG Fund CEO Ms. Marilene Acosta provided updates on financing and programs that directly support 4PH’s nationwide rollout.

SHDA National President Engr. Francis Richmond Villegas emphasized that collaborative reforms are key to achieving the administration’s housing goals. “Through the 4PH program, we see unprecedented opportunities for developers to help deliver more homes, more efficiently, and with greater social impact,” he shared.

SHDA 2025 National Convention Chairperson Ms. Renelyn Tan-Castillejos highlighted the importance of synergy and of bringing together key stakeholders to address the country's housing needs. “The role that the real estate sector plays in nation building is vital not only through the construction of homes but more importantly in the creation of safe and livable communities using sustainable technologies,” she said.

The panel discussions centered on policy reforms aligned with DHSUD’s 8-Point Housing Agenda, particularly advancing the government’s flagship 4PH initiative, highlighting the importance of community when building housing developments, and integrating Environmental, Social, and Governance (ESG) principles in development projects.
The government echoed the call for stronger collaboration. In her keynote message, DHSUD Senior Undersecretary Atty. Sharon Faith Paquiz emphasized, “Collaboration allows us to continuously enhance our programs and initiatives for the Philippine housing sector. Moving forward, let us inspire more partnerships, with the public and private sectors working hand in hand to build a future where every Filipino has access to safe, affordable, and resilient housing through our united efforts.”

Among the highlights of this year’s convention were the panel on women leaders in real estate and the pivotal role of developers in advancing the ESG agenda. Speakers and panelists emphasized that people-centered and inclusive leadership is essential to driving transformation in the housing sector, from policymaking to on-the-ground development practices. The convention also emphasized the power of cross-industry partnerships to reduce production costs, unlock financing innovation, and improve housing accessibility. Alsons Dev to Redevelop Aldevinco to Support Davao’s Growing Urban Landscape

Though it ceased operations in December 2021, its legacy continues through Poblacion Market Central, where many original tenants still carry forward the spirit of culture, creativity, and commerce.

Preparing the historic site for the future

The redeveloped property is envisioned to become a flagship mixed-use development that reflects Alsons Dev’s vision for vibrant, sustainable, and people-centric spaces.

The transformation will begin with the demolition of the buildings on the premises, a necessary step due to the structure’s age and safety considerations. The work will be carried out in sections to minimize disruption and ensure the safety of pedestrians, workers, and nearby establishments. While long-term plans are being finalized, Alsons Dev will temporarily use the 5,106-square-meter site into a paid parking facility by Q2 2026. MANILA, PHILIPPINES – The Subdivision and Housing Developers Association (SHDA), the country’s foremost industry association of housing and real estate stakeholders, is calling for data-informed, people-centered housing strategies that align with the Philippines’ evolving demographic and socio-economic realities.

SHDA issued the call after citing findings from a recent policy dialogue organized by the Philippine Institute for Development Studies (PIDS), titled “Rethinking Policies for Inclusive Living: Demographic Shifts and Housing Trends.”

During the event, SHDA Executive Director Mr. Sonny Ducay drew attention to a study conducted by PIDS researchers MM Ballesteros, JA Ancheta, and TP Ramos, which examined shifting household structures in the country. The study revealed a significant rise in non-nuclear households, with nearly a third of Filipinos now living in extended, multifamily, or single-person household arrangements. Noteworthy is that one-person households are steadily increasing, a trend driven by urban migration, an aging population, and changing family dynamics.

“To meet the real and evolving needs of Filipino households, housing programs must go beyond a one-size-fits-all approach,” said Mr. Ducay. “We propose a segmented policy framework that tailors interventions to the distinct realities of single-person households, elderly residents, and extended families, ensuring each demographic is supported with appropriate, accessible, and sustainable housing solutions.”

To address these shifts, Mr. Ducay presented a menu of policy options for housing based on four distinct household financing scenarios: those with no access to housing finance, those who have access but lack affordability, those who require subsidies, and those who can afford and access housing. This framework reinforces the need for differentiated and sustainable housing interventions that reflect the real capacities and contexts of Filipino households.

SHDA supports the development of targeted housing solutions grounded in actual demographic patterns. For single-person households and young professionals, this involves affordable rentals and compact units located near urban centers, along with innovative financing mechanisms such as co-borrowing among peers or partners. For extended and multifamily households, SHDA advocates shared-living models and the strategic reuse of idle housing stock, including foreclosed government-owned properties and underutilized buildings, such as former POGO facilities.

For elderly individuals and persons with disabilities, SHDA recommends the creation of retirement-friendly developments that comply with BP 344 accessibility standards (An Act to Enhance Mobility of Disabled Persons by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices) and support aging in place through proximity to medical services and community care. Urban migrant workers, meanwhile, would benefit from rental housing developments situated near major employment hubs, integrated with transportation networks, essential services, and livelihood support. In response to the rise of remote and digital-era workers, SHDA also promotes the development of digitally connected communities designed to support emerging work and lifestyle models.

In addition to proposing differentiated housing models, SHDA urges stronger collaboration between national government agencies, local government units, the private sector, and civil society. This multi-sectoral approach is essential to planning and implementing inclusive housing strategies that address both current realities and future needs.

“Housing development must not only keep pace with demographic change, it must lead the way,” Mr. Ducay stated. “We must move beyond building more homes to building the right homes for the right people at the right time.”
