SHDA Advances 7-Point Resolutions for More Responsive Housing Sector at 34th National Developers Convention

Bringing together over 400 stakeholders, including national policymakers, regulators, financial institutions, and industry leaders from September 16 to 17, the Subdivision and Housing Developers Association (SHDA) concluded its 34th National Developers Convention at Marquis Events Place in Bonifacio Global City, Taguig. Anchored on the theme "Elevate: Sustaining Progress through Collaboration and Strategic Housing Innovations," the two-day summit wrapped up with the adoption of a strategic 7-point resolution roadmap to accelerate housing delivery and foster a more responsive housing sector.

Formally presented by SHDA Corporate Secretary Atty. Mena R. Ojeda Jr., the Convention Resolutions outline key industry commitments: 1) sustaining engagement with the Department of Human Settlements and Urban Development (DHSUD); 2) strengthening ease of doing business and participation in Technical Working Groups for the Joint Memorandum Circular involving 15 agencies on housing permitting and licensing; 3) supporting digitization of government-to-government processes and land-titling computerization; 4) strengthening housing taxation efforts, including review of the Real Property Valuation and Assessment Reform Act (RPVARA) and land valuation; 5) enhancing collaboration for affordable and sustainable housing; 6) maximizing economic corridor opportunities alongside solid waste management, water, electricity, and connectivity requirements; and 7) pursuing new and innovative housing developments and interventions responsive to shifting social, economic, demographics, and housing preferences and demand.

These priorities reflected the convention’s discussions. Dr. Winston Conrad Padojinog, Senior Economist at CRC Foundation Inc. and Associate Professor at the University of Asia & the Pacific, delivered a status report on the Collaborative Philippine Housing Roadmap 2025–2040, citing progress in streamlining developer permitting standards, with a mandatory 15-day service-level agreement for License to Sell approvals, zero-backlog initiative across regional offices, and 100% digital tracking for development permits, alongside other roadmap goals still underway. Bureau of Internal Revenue Deputy Commissioner Atty. Larry Barcelo discussed tax issuances and compliance requirements; Philippine Institute for Development Studies Vice President Dr. Marife Ballesteros examined housing affordability; and Colliers Philippines Research Director Joey Bondoc provided an outlook on the country’s property market beyond 2026.

An update from Anti-Red Tape Authority (ARTA) Deputy Director General for Operations, Undersecretary Dr. Lea Grace Salcedo, covered the presentation of JMC No. 1, s. 2026 under the National Effort for Harmonization of Efficient Measures of Inter-related Agencies (NEHEMIA) initiative, aimed at streamlining housing processes and supporting an electronic housing one-stop shop. Sessions also covered land acquisition and conversion, digital government services, 4PH project processes, and eNotarization, alongside discussions on the Luzon Economic Corridor, waste management, circular economy practices, and electricity solutions for communities.

Day 2 focused on market trends, design, and innovation. Philippine Survey Research Center Research Director Andrea Dizon shared findings showing that 61% of Filipinos who plan to purchase a house within the next 3 years prefer to live just outside the city. Location and accessibility remain top considerations, with 78% citing opportunity, while 57% prefer to live within 30 minutes' distance from family. The findings highlighted a primary home with location connected to the city corridor, accessible, in close proximity to family, and better space as factors shaping housing choices across generations.

Jacinto C. Ng Jr., Founder and Group Executive Officer of Joy~Nostalg Group | Raemulan Lands Inc., spoke on how synergy and enterprise can transform lives through NING*NING, creating the world’s first grid-connected, utility-scale solar rooftop installation integrated into a socialized housing community. Globe Telecom Vice President Abigail Cardino highlighted connectivity in modern homes and communities, while GIGIL Founding Partner Badong Abesamis and Plus 63 Co-Founder Dan Matutina explored creative strategy, design thinking, and connecting with the modern generation of homebuyers.

Fort Bonifacio Development Corporation Chief Operating Officer Enrique Manuel shared lessons from three decades of developing Bonifacio Global City, highlighting long-term planning, infrastructure, estate management, and the district’s next phase of smart-city, mobility, and sustainability initiatives. PGAA Creative Design Principal Architect Paulo Alcazaren traced the evolution of Philippine subdivision planning and examined more walkable, sustainable communities with greater emphasis on public spaces.

SHDA Chairman Engr. Francis Richmond Villegas emphasized that the convention's value extends beyond the discussions held during the two-day event. “A convention is only as good as what happens after it ends. These resolutions give our members, and the agencies we work with, something concrete to hold each other to,” he said.

Assistant Corporate Secretary and Convention Overall Chairperson Clarissa de Joya highlighted, “What stood out this year wasn't just how many agencies showed up; it was how specific their commitments were, from permitting reforms to a formal review of the property valuation law, while also bringing new perspectives on shifting consumer behavior. That clarity is what will actually move things for the housing community.”

National President Kerwin Padua likewise emphasized the importance of continuing the work initiated during the convention. “Two days of dialogue mean nothing if we don’t act on them. These resolutions are how we make sure this convention outlasts the days it happened in,” he said.

SHDA reaffirmed its commitment to continue collaborating with DHSUD and key government partners, with the Convention Resolutions serving as a guide for public- and private-sector stakeholders in shaping policy and program directions affecting housing development and delivery.

SHDA’s 34th National Developers Convention to Tackle Housing Sector’s Shifting Landscape

Manila, Philippines — As changing homebuyer preferences and shifting policy frameworks continue to shape the Philippine housing industry, the Subdivision and Housing Developers Association (SHDA) will convene developers, policymakers, financial institutions, and industry stakeholders for its 34th National Developers Convention on September 16–17, 2026, at Marquis Events Place, BGC, in Taguig City, Metro Manila, to exchange strategic insights, discuss policy developments, and explore collaborative solutions for the sector.

Carrying the theme "Elevate: Sustaining Progress through Collaboration and Strategic Housing Innovations," this year's convention comes as the housing sector adapts to prevailing market conditions and an active regulatory environment.

"The housing sector has never operated in a vacuum. Regulations shift, market conditions change, and developers have to keep up. That's exactly what the convention is for. We come together, we share what we know, and we figure out the next steps as an industry,"
said Engr. Francis Richmond Villegas, SHDA Chairman of the Board.

The Philippine housing market is moving through a period of significant change. Demand is expanding beyond Metro Manila as infrastructure improvements open up emerging growth areas across the country, driven largely by first-time buyers and young families in the economic and affordable housing segments, thus increasing residential demand in suburban townships. At the same time, the market is becoming more selective amid evolving conditions.

Alongside these market movements, the regulatory environment continues to respond. Recent policy adjustments, including updated socialized housing price ceilings, reflect ongoing efforts to align housing policy with ground realities. For developers, staying current with these changes is key to implementing projects effectively.

"Change in the housing industry is constant, but our mission has never wavered," said Mr. Kerwin Padua, SHDA National President. "At the end of the day, everything we do is for Filipino families who want a home they can call their own. The landscape keeps shifting, but the goal of homeownership will stay. Through the convention, we want to make sure our members, affiliates, and partners are updated on market behavior and demand. Given these, developers will be able to provide affordable homes that will address their needs."

This year's program will feature sessions on key regulatory updates, household composition and homebuyer trends, and strategic housing innovations.

Now in its 34th year, the National Developers Convention remains one of the country's premier gatherings for the housing and real estate development sector, providing a platform to exchange knowledge and cultivate meaningful connections.

Join this year's SHDA National Developers Convention and participate in discussions on emerging trends, policy reforms, and strategic innovations. For registration details, visit shda.ph/natcon-2026/, email shda.secretariat@gmail.com, or call (632) 8893-4328, (632) 8856-1554, or (632) 8721-8188.

SHDA Marks 56 Years of Leadership, Housing Industry Leaders Convene to Push for Greater Sector Synergy

Manila, Philippines — As the Philippines continues to confront housing needs projected at 3.7 million until 2028 according to Department of Human Settlements and Urban Development (DHSUD), the Subdivision and Housing Developers Association (SHDA) is calling on the housing sector to move forward in greater synergy as it marks its 56th year of housing leadership, with its celebration set on May 20, 2026, at Marquis Events Place in Bonifacio Global City, Taguig.

Anchored on the theme “Synergy — Onward Together!”, SHDA’s milestone gathering will bring together housing developers, government agencies, industry stakeholders, and partners. The event underscores the association’s call for stronger collective action to accelerate housing delivery and advance policy alignment across the sector.

“At 56, SHDA stands at the convergence of legacy and urgency,” said SHDA Chairman of the Board Engr. Francis Richmond Z. Villegas. “The work of making housing affordable, sustainable, and accessible to every Filipino is far from finished, and it is work that none of us can do alone. As we face challenging times in both the global and local landscape, we are reminded not to lose sight of our goals and to continue moving Onward Together.”

The timing of the milestone reflects a deliberate position. Over the past years, SHDA has actively participated in the technical working groups led by DHSUD, particularly on the Expanded Pambansang Pabahay Para sa Pilipino (4PH) Program, the streamlining of housing permits and licenses, and the review of socialized housing price ceilings.

The association also provided industry input to the Anti-Red Tape Authority (ARTA) on the Joint Memorandum Circular streamlining permits and licenses for housing developments. SHDA also maintains active participation in key advisory and consultative bodies, including housing boards, inter-agency committees, and congressional hearings in both the House of Representatives and the Senate, enforcing its role in multi-level policy formulation and oversight.

“The progress we have seen in the past year on price ceilings and regulatory streamlining is a testament to what genuine dialogue can accomplish,”
said SHDA National President Mr. Kerwin Padua. “These outcomes did not happen overnight. They are the result of sustained engagement, Technical working group meetings, regional consultations, committee hearings, and frank conversations with our government partners.”

At the regional level, SHDA’s eight chapters have facilitated direct dialogues between local developers and government agencies, including DHSUD, Land Registration Authority (LRA), and Pag-IBIG Fund, helping address region-specific concerns on project development and financing.

Founded in 1970, SHDA has grown into a 350-member organization and is widely recognized as one of the industry’s most consistent voices in housing policy formulation. Its support for the institutionalization of DHSUD through Republic Act No. 11201 underscores its long-standing advocacy for structural reform.

SHDA also collaborates with academic and research institutions, such as the Center for Research and Communication of the University of Asia and the Pacific, on the Collaborative Housing Roadmap (2025–2040). It also organizes the National Developers Convention, now in its 34th edition, one of the country's longest-running annual gatherings of housing developers and stakeholders.

As part of its anniversary celebration, SHDA will pay tribute to partner institutions that have supported its mission and sustained collaboration across the public and private sectors. The association will also continue advocating for open dialogue, regulatory alignment, and inclusive participation to help address affordability, sustainability, and financing challenges in housing.

SHDA’s 56th Anniversary Celebration begins at 6:00 PM on May 20, 2026, at Marquis Events Place, Bonifacio Global City, Taguig. Interested industry stakeholders and partners may confirm their attendance by registering at shda.ph/56th-anniversary/ or contact shda.secretariat@gmail.com for event and sponsorship inquiries.

SHDA Inducts 2026 Officers, Sets Forward-Looking Agenda to Support National Housing Goals

Manila, Philippines — The Subdivision and Housing Developers Association (SHDA) officially inducted its 2026 new set of officers, marking the start of a year focused on supporting member developers and advancing the Department of Human Settlements and Urban Development’s (DHSUD) beneficiary-centric housing program to help address the country’s housing backlog.

The new leadership team, led by Chairman Engr. Francis Richmond Z. Villegas and National President Kerwin V. Recently, DSHUD, together with the Department of Economy, Planning, and Development (DEPDev), released the adjustment of the socialized housing price ceiling under Joint Memorandum Circular 2025-001, along with the corresponding Implementing Rules and Regulations. The new ceilings are set at a maximum of P950,000 for horizontal or subdivision-type projects and P1,800,000 for vertical or condominium units with a minimum floor area of 27 square meters.

“Through these programs, we are helping members translate government policies into tangible housing outputs,” said SHDA National President Padua. “By fostering innovation, improving project planning, and encouraging knowledge exchange, we aim to help our members navigate the evolving housing landscape.”

SHDA Pushes for Recalibrated, People-Centered, and Inclusive Housing Strategies at the 33rd National Developers Convention

Manila, Philippines – As the Philippines observed the National Shelter Month in October, the Subdivision and Housing Developers Association (SHDA) advanced a recalibrated, people-centered approach to housing, supported the expansion of the Pambansang Pabahay Para sa Pilipino Program (4PH), and adopted convention resolutions during the 33rd SHDA National Developers Convention held on October 9–10, 2025, at the Makati Shangri-La Hotel. Themed “Recalibrate: Upgrading Housing Strategies for a Better Tomorrow,” the event underscored the private sector’s crucial role in creating inclusive and sustainable communities in partnership with the Department of Human Settlements and Urban Development (DHSUD).

The two-day convention gathered over 400 key stakeholders, from the government sector, real estate developers, financial institutions, and policy experts, to refine strategies for delivering affordable, inclusive, and resilient homes under the 4PH program. Philippine Institute for Development Studies (PIDS) Vice President Dr. Marife Ballesteros shared insights on demographic shifts and housing trends. At the same time, Pag-IBIG Fund CEO Ms. Marilene Acosta provided updates on financing and programs that directly support 4PH’s nationwide rollout.

SHDA National President Engr. Francis Richmond Villegas emphasized that collaborative reforms are key to achieving the administration’s housing goals. “Through the 4PH program, we see unprecedented opportunities for developers to help deliver more homes, more efficiently, and with greater social impact,” he shared.

SHDA 2025 National Convention Chairperson Ms. Renelyn Tan-Castillejos highlighted the importance of synergy and of bringing together key stakeholders to address the country's housing needs. “The role that the real estate sector plays in nation building is vital not only through the construction of homes but more importantly in the creation of safe and livable communities using sustainable technologies,” she said.

The panel discussions centered on policy reforms aligned with DHSUD’s 8-Point Housing Agenda, particularly advancing the government’s flagship 4PH initiative, highlighting the importance of community when building housing developments, and integrating Environmental, Social, and Governance (ESG) principles in development projects.
The government echoed the call for stronger collaboration. In her keynote message, DHSUD Senior Undersecretary Atty. Sharon Faith Paquiz emphasized, “Collaboration allows us to continuously enhance our programs and initiatives for the Philippine housing sector. Moving forward, let us inspire more partnerships, with the public and private sectors working hand in hand to build a future where every Filipino has access to safe, affordable, and resilient housing through our united efforts.”

Among the highlights of this year’s convention were the panel on women leaders in real estate and the pivotal role of developers in advancing the ESG agenda. Speakers and panelists emphasized that people-centered and inclusive leadership is essential to driving transformation in the housing sector, from policymaking to on-the-ground development practices. As the housing sector embraces global best practices, SHDA urged the industry to strengthen collaboration in building climate-resilient, livable, and inclusive communities. Discussions also explored how ESG integration could drive long-term value creation while balancing sustainability and affordability for Filipino homebuyers.

The convention also reaffirmed SHDA’s policy priorities under its “Essential Few” agenda, which continues to guide the association’s housing reform advocacy. These priorities include the expansion of the 4PH program, calling for the continued rollout of the administration’s flagship housing initiative through stronger public-private collaboration; streamlined permits and one-stop shops to digitalize and simplify permitting processes; and institutionalized housing incentives that encourage more developers to participate in affordable housing production. These priorities aim to modernize systems, lower costs, and accelerate housing delivery, ensuring that more Filipino families can access affordable and sustainable homes.

The convention also emphasized the power of cross-industry partnerships to reduce production costs, unlock financing innovation, and improve housing accessibility. To further drive housing innovation, SHDA underscored that private developers play a vital role in aligning national goals with practical, scalable, and community-based solutions that meet the evolving needs of Filipino families.

In his message, SHDA National Chairman Ar. Leonardo Dayao Jr. highlighted the importance of fostering empathy and sustainability in policy direction. “Our focus on people-centered development ensures that housing reform is not only about infrastructure but also about building communities that uplift the quality of life,” he said.

SHDA Corporate Secretary Atty. Marianne Lina-Cruz underscored the role of the convention resolutions in reinforcing private-public synergy, saying, “These resolutions reflect the shared vision of government and industry partners to make sustainable housing accessible to every Filipino family.”

The 33rd SHDA-DHSUD National Developers Convention was made possible through the support of sponsors and partners including Citihomes Builder and Development, Inc. Alsons Dev Marks Milestone in Avia Estate with Opening of The Abba’s Orchard School

Alsons Development and Investment Corporation (Alsons Dev) marked a key milestone in the development of its flagship township, Avia Estate in Alabel, Sarangani, with the opening of The Abba’s Orchard School last August 11, 2025. Bringing authentic Montessori education to SOCCSKSARGEN, The Abba’s Orchard strengthens Avia Estate’s vision of becoming a well-rounded and future-ready community.

Nurturing young minds with true Montessori

The Abba’s Orchard is a high-fidelity Montessori school system offering programs from infancy through adolescence. Known for its authentic Montessori approach, the school offers the Erdkinder program (German for "children of the earth”), a unique adolescent curriculum that integrates classroom learning with hands-on experience through an on-site farm environment. Adolescents experience “production and exchange” in a micro-economy that addresses their evolving sense of self-worth (or dignity) in their maturing journey to adulthood.

With its opening at Avia Estate, The Abba’s Orchard becomes the first true Montessori school in the SOCCSKSARGEN region. The new campus will initially offer programs for preschool up to Grade 3, with plans to expand in the future to Upper Elementary and High School levels.

“We’re proud to bring our unique approach to families in Alabel and the wider region. We envision this campus as more than just a school; it is a space where children grow through meaningful and authentic experiences. We’re excited to begin this journey in Avia Estate, helping shape a new generation of independent, purpose-driven learners,” said Chris Barrameda, President and Founding Director of The Abba’s Orchard. He added, “Through our partnership with Alsons Dev, we can further our mission of making quality Montessori education more accessible across SOCCSKSARGEN.”

A month before the school's opening, a ceremonial tree planting took place, symbolizing The Abba's Orchard School's and Alsons Dev’s shared commitment to creating a nurturing and sustainable environment for the region's young learners and their families.

A partnership rooted in community building

The school’s presence in Avia Estate was made possible through a two-hectare land donation by Alsons Dev, solidifying a shared vision of enabling families to experience authentic Montessori learning in the region.

SHDA Urges Targeted Housing Policy Reforms Amid Changing Filipino Household Trends

MANILA, PHILIPPINES – The Subdivision and Housing Developers Association (SHDA), the country’s foremost industry association of housing and real estate stakeholders, is calling for data-informed, people-centered housing strategies that align with the Philippines’ evolving demographic and socio-economic realities.

SHDA issued the call after citing findings from a recent policy dialogue organized by the Philippine Institute for Development Studies (PIDS), titled “Rethinking Policies for Inclusive Living: Demographic Shifts and Housing Trends.”

During the event, SHDA Executive Director Mr. Sonny Ducay drew attention to a study conducted by PIDS researchers MM Ballesteros, JA Ancheta, and TP Ramos, which examined shifting household structures in the country. The study revealed a significant rise in non-nuclear households, with nearly a third of Filipinos now living in extended, multifamily, or single-person household arrangements. Noteworthy is that one-person households are steadily increasing, a trend driven by urban migration, an aging population, and changing family dynamics.

“To meet the real and evolving needs of Filipino households, housing programs must go beyond a one-size-fits-all approach,” said Mr. Ducay. “We propose a segmented policy framework that tailors interventions to the distinct realities of single-person households, elderly residents, and extended families, ensuring each demographic is supported with appropriate, accessible, and sustainable housing solutions.”

To address these shifts, Mr. Ducay presented a menu of policy options for housing based on four distinct household financing scenarios: those with no access to housing finance, those who have access but lack affordability, those who require subsidies, and those who can afford and access housing. This framework reinforces the need for differentiated and sustainable housing interventions that reflect the real capacities and contexts of Filipino households.

SHDA supports the development of targeted housing solutions grounded in actual demographic patterns. For single-person households and young professionals, this involves affordable rentals and compact units located near urban centers, along with innovative financing mechanisms such as co-borrowing among peers or partners. For extended and multifamily households, SHDA advocates shared-living models and the strategic reuse of idle housing stock, including foreclosed government-owned properties and underutilized buildings, such as former POGO facilities.

For elderly individuals and persons with disabilities, SHDA recommends the creation of retirement-friendly developments that comply with BP 344 accessibility standards (An Act to Enhance Mobility of Disabled Persons by Requiring Certain Buildings, Institutions, Establishments, and Public Utilities to Install Facilities and Other Devices) and support aging in place through proximity to medical services and community care. Urban migrant workers, meanwhile, would benefit from rental housing developments situated near major employment hubs, integrated with transportation networks, essential services, and livelihood support. In response to the rise of remote and digital-era workers, SHDA also promotes the development of digitally connected communities designed to support emerging work and lifestyle models.

In addition to proposing differentiated housing models, SHDA urges stronger collaboration between national government agencies, local government units, the private sector, and civil society. This multi-sectoral approach is essential to planning and implementing inclusive housing strategies that address both current realities and future needs.

“Housing development must not only keep pace with demographic change, it must lead the way,” Mr. Ducay stated. “We must move beyond building more homes to building the right homes for the right people at the right time.”

SHDA Commemorates 55 Years of Housing Advocacy, Champions Long-Term Solutions for Housing Backlog

MANILA, PHILIPPINES – As the country faces a staggering housing backlog of over 6.5 million units, the Subdivision and Housing Developers Association (SHDA) celebrates its 55th year with a renewed call to action. SHDA’s 55th Anniversary Celebration will be held on May 20, 2025, at Marquis Events Place in Bonifacio Global City. This event comes at a pivotal time for both the association and the Philippine housing sector.

Founded in 1970 as the Subdivision Owners Association of the Philippines (SOAP), SHDA has since evolved into the country’s foremost industry association for housing development, with 350 members nationwide and eight regional chapters. Its journey mirrors the changing landscape of the Philippine housing sector, from lot-only developments targeting middle- to high-income buyers to integrated housing solutions catering to the needs of Filipino families from all income segments.

“Our history is rooted in advocacy,” said SHDA President Engr. Francis Richmond Z. Villegas. “But at 55, we are not just looking back, we’re looking ahead. The housing crisis is growing, and it requires an organized, data-driven, and inclusive response. SHDA remains committed to leading that effort.”

The association continues to play a central role in shaping housing policy, streamlining regulations, and promoting sustainable, affordable housing development across the country. The housing backlog, which was estimated at just under 700,000 units in 1970, has since multiplied nearly tenfold, fueled by rapid urbanization, limited access to affordable financing, and a patchwork of local government permitting systems that have slowed the delivery of homes.

SHDA Chairman, Ar. Leonardo B. Dayao Jr. emphasized the urgency of removing structural barriers to housing production. "When we began, it was simpler; developers worked with a centralized housing office. Today, while there are multiple checkpoints, from local government approvals to zoning and environmental permits, these processes are crucial for sustainable development. However, to close the housing gap, we need streamlined systems, political will, and stronger public-private collaboration to navigate the challenges we face together," said Dayao.

A key milestone in SHDA’s ongoing advocacy efforts was the unveiling of the Philippine Housing Industry Roadmap 2025–2040 during last year’s National Developers Convention. This annual event, held in collaboration with the Department of Human Settlements and Urban Development (DHSUD), academic institutions like the University of Asia and the Pacific, and fellow housing organizations including OSHDP, NREA, and CREBA, introduced the roadmap. It identifies critical bottlenecks in housing delivery and outlines long-term strategies to meet the growing demand while aligning with broader economic goals.

“The roadmap isn’t just a wish list, it’s a plan of action,” Villegas noted. “It offers practical solutions to make housing more accessible, sustainable, and inclusive, especially in the provinces. We want this to be a living document, guiding government and developers alike.”

At the heart of SHDA’s current efforts is regional empowerment. With eight regional chapters, the association is working to address grassroots concerns and bring services closer to local developers. It continues to champion the Pambansang Pabahay Para sa Pilipino Program (4PH) and has successfully lobbied for policies that ease the burden on developers and buyers alike, including the recent adjustment of the price ceiling for socialized and low-cost housing under DHSUD-NEDA Joint Memorandum Circular 2024-001.

SHDA is also embracing innovation as a tool to modernize the industry. From advocating for green building practices and indigenous materials to exploring artificial intelligence to streamline construction processes, the organization aims to position the housing sector at the forefront of smart and sustainable development. Study tours in countries like Malaysia, Thailand, and Vietnam are also being organized to help local developers learn from other countries’ best practices.

“This anniversary is not just about longevity, it’s about leadership,” Dayao said. “SHDA has been a steady voice through every housing crisis, every economic downturn, every regulatory shift. As we look to the next 15 years, our role is to ensure that the dream of homeownership remains alive and achievable for every Filipino.”

New SHDA Leadership Charts Bold Agenda to Address Housing Backlog and Advance Sustainability in 2025

January 2025, PHILIPPINES - The Subdivision and Housing Developers Association (SHDA), the Philippines’s foremost organization of housing and urban developers, has unveiled its 2025 leadership team with a renewed focus on tackling the country’s growing housing backlog and advancing sustainability in the sector.

Under the leadership of Architect Leonardo B. Dayao Jr., who continues as Chairman, and newly elected National President Engr. Francis Richmond Z. Villegas, SHDA is set to implement strategies that prioritize affordability, innovation, and regional collaboration to create a more inclusive and sustainable housing industry.

“The housing sector is at a critical juncture, and SHDA is committed to driving meaningful reforms and innovative solutions to address the country’s growing housing challenges. With the 2025–2040 Housing Roadmap as our guide, we aim to foster stronger collaboration with government and private stakeholders, promote sustainability, and empower our members to deliver quality, affordable housing to Filipino families,” said SHDA Chairman, Ar. Dayao.

Building on the momentum of 2024, SHDA’s 2025 agenda focuses on addressing the housing backlog through strengthened partnerships and regional engagement. These efforts aim to tackle local concerns faced by developers in various regions and include plans to establish new SHDA regional chapters. SHDA also plans to enhance engagement with sponsors and partners through expanded networking events and collaborative agreements, ensuring mutual growth and benefit for developers, sponsors, and stakeholders.

Engr. Villegas highlighted the importance of collaboration and grassroots support in achieving these goals. “Our primary focus for 2025 is sustaining SHDA’s collaborative partnerships with government agencies to continue lobbying for housing policies and initiatives. At the same time, we are committed to bringing services closer to our members by empowering regional chapters and addressing grassroots concerns. These combined efforts aim to make housing more accessible and sustainable while fostering a deeper connection between SHDA and its stakeholders.”

SHDA continues its pledged support for the government’s Pambansang Pabahay Para sa Pilipino Program (4PH), which seeks to eliminate the housing backlog within six years. The association is working with public and private stakeholders to explore innovative solutions, including rent-to-own schemes and public housing programs, to cater to various segments of the population. Sustainability remains at the forefront of SHDA’s initiatives, with a focus on promoting climate-responsive designs, the use of indigenous materials, and green building technologies.

To enhance its members’ competitiveness, SHDA plans to conduct study tours in countries such as Thailand, Malaysia, and Vietnam to adopt best practices and innovative housing models. Additionally, the association is integrating emerging technologies, including artificial intelligence, to streamline housing production and improve developers’ operational efficiency.

Preparations are also underway for the 2025 National Developers Convention, which serves as a vital platform for industry collaboration. The event will bring together key stakeholders, including government officials, developers, and experts, to discuss actionable solutions for the sector’s most pressing challenges.

In 2024, SHDA made significant strides that laid the foundation for its 2025 agenda. One of its landmark achievements was the development of the Philippine Housing Industry Roadmap (2025–2040), a comprehensive framework created in collaboration with national and local government agencies, academic institutions such as the University of Asia and the Pacific, private developers, and other housing organizations such as OSHDP, NREA, and CREBA. The roadmap identifies critical gaps in housing delivery and outlines strategies to reduce the housing backlog while aligning with the country’s economic goals.

The association also successfully lobbied for the adjustment of the socialized housing price ceiling, resulting in DHSUD-NEDA Joint Memorandum Circular 2024-001. This policy increased the guarantee ceilings for low-cost housing to PhP4,900,000 and for medium-cost housing to PhP6,600,600, making homes more accessible to Filipino families. Additionally, SHDA championed the inclusion of housing in the government’s Strategic Investments Priority Plan (SIPP) for 2025–2027, which provides incentives to private developers. Legislative advocacy also played a crucial role, with SHDA engaging policymakers to address issues such as the removal of the land conversion requirement and the regular adjustment of socialized housing price ceilings.

Joining Dayao and Villegas on the 2025 leadership team are Arnold Leigh Ryan Choa as 1st Vice President, Atty. Mena R. Ojeda Jr. as 2nd Vice President, Atty. Marianne Reyna Lina-Cruz as Corporate Secretary, Kerwin Padua as Assistant Corporate Secretary, Edgardo Tantoco as National Treasurer, Jazmin Paz Trinidad as Auditor, and Renelyn Tan-Castillejos as Chief Marketing Officer. SHDA’s Board of Governors consists of Grandii Abarico, Russell S. Lim, Herbert Joseph G. Tan, Gena Valerie U. Chua, Regina Hahn Siy, and Cesar Lee Hiong Wee, Jr.

Regional leaders from South Luzon (Dennis R. Leveriza Jr.), Central Luzon (John Paul T. Dy), Central Visayas (Anthony L. Noel), Eastern Visayas (MGen. Rufo A. De Veyra), Negros (Steven Brian L. Jison), Panay (Elizabeth O. Belmonte), Southern Mindanao (Engr. Kenneth Y. Yap), and Northern Mindanao (Voltaire Antonio M. Flores) will also play a vital role in implementing SHDA’s strategies and addressing regional concerns.

Newly appointed Board Advisers include Armenia C. Ballesteros, Ricky M. Celis, Bansan C. Choa, Guillermo C. Choa, Raphael B. Felix, Arlene C. Keh, Jeffrey T. Ng, Mariano D. Martinez, May P. Rodriguez, George T. Siy, and Rosie S. Tsai.

As the largest industry association of housing developers in the Philippines, SHDA remains committed to championing inclusivity, sustainability, and innovation. With its 2025 leadership team at the helm, the association is prepared to deepen its impact and drive meaningful progress in the housing sector.

SHDA Lays Foundation for Unified Housing Roadmap for 2025-2024 at the 32nd National Developers Convention in Davao City

Philippines, October 2024 – The Subdivision and Housing Developers Association (SHDA), in partnership with the Department of Human Settlements and Urban Development (DHSUD), concluded its 32nd National Developers Convention on October 10-11, 2024, in Davao City. Themed "Puy-Anan Para Sa Tanan: Collaborating Towards a Unified Housing Roadmap," the event marked a significant milestone with the adoption of key resolutions to advance the country’s housing and urban development through a unified housing roadmap.

The convention brought together over 380 policymakers, developers, and stakeholders to address the pressing housing needs of Filipinos. DHSUD Undersecretaries Atty. Garry V. De Guzman and Ar. Henry L. Yap provided updates on public housing programs, while Pag-IBIG Fund CEO Marilene Acosta highlighted the crucial role of financing in addressing the housing gap for low- and middle-income families.

A key outcome of the convention was the adoption of a resolution to craft the Unified Philippine Housing Roadmap for 2025-2040. Led by SHDA and developed in collaboration with key shelter agencies, LGUs, housing organizations, and private developers, the roadmap seeks to align efforts across the housing sector to tackle the country’s housing backlog and promote sustainable urban development. It also supports the government’s 4PH Program, providing a strategic framework for long-term housing initiatives.

Central to the roadmap is the goal of streamlining permitting and licensing processes for housing projects. SHDA advocates for simplifying these procedures by partnering with DHSUD, the Department of the Interior and Local Government (DILG), and other government bodies to digitize processes, reduce delays, and improve the ease of doing business for developers, ensuring faster project approvals.

SHDA Chairman Ar. Leonardo Dayao Jr. said, “The adoption of a unified housing roadmap is a critical step toward addressing our nation’s housing challenges. By working closely with government agencies and private developers, we aim to turn this vision into reality and ensure affordable housing for all Filipinos.”

The convention also underscored the need for sustainable and innovative financing solutions to support housing sector growth, particularly through flexible mortgage products and partnerships with financial institutions to offer expanded financing options for low- and middle-income homebuyers.

SHDA further highlighted its commitment to promoting green and sustainable design practices, encouraging public and private developers to integrate environmentally responsible solutions into housing projects as part of its long-term vision for sustainable development.

In support of the Tatak Pinoy initiative, SHDA is also advocating for the use of locally sourced and eco-friendly materials in housing construction, as well as locally manufactured home products to support domestic businesses. By fostering partnerships with allied industries, SHDA aims to ensure the delivery of high-quality, sustainable housing projects that contribute to the country’s economic and environmental goals.

The convention also featured a critical discussion on sustainability in the housing and construction sectors, highlighting that 40% of global carbon emissions come from these industries. Speakers, including Ces OreƱa-Drilon, underscored the urgent need to adopt greener materials like bamboo and implement eco-friendly construction practices to reduce the industry’s harmful impact on the environment.

Mindanao’s potential as a key real estate growth area and investment destination was another focal point of the convention. SHDA is collaborating with LGUs in emerging growth areas such as Tagum, Island Garden City of Samal, and General Santos to promote housing projects and infrastructure development, positioning the region as a booming real estate market.

Engr. Kenneth Yap, President of SHDA's South Mindanao chapter, and Ar. Kristin Yu, Governor of the same chapter, emphasized the region's commitment to sustainable housing practices. "Mindanao has tremendous potential for growth, and we are committed to leading the way by incorporating sustainable materials and eco-friendly practices in our housing projects," they said.

The resolutions and strategies adopted during the convention reaffirm SHDA’s commitment to addressing the country’s housing challenges. Through the Unified Philippine Housing Roadmap and initiatives such as streamlining processes, fostering innovative financing, and promoting sustainable practices, SHDA aims to significantly reduce the housing backlog and ensure that quality homes are accessible to every Filipino.

Atty. Joy Manaog, SHDA National President, concluded, “The data, insights, and trends presented at the convention will enhance our current framework, policies, and programs, enabling us to advance housing development across the country and meet the growing demand for sustainable, affordable homes.”

Unified Housing Roadmap to Headline 32nd SHDA - DHSUD National Developers Convention 2024 in Davao City

September 19, 2024 - In an effort to shape a unified housing roadmap for the nation, the Subdivision and Housing Developers Association (SHDA), in partnership with the Department of Human Settlements and Urban Development (DHSUD), will bring together key housing industry stakeholders at the 32nd National Developers Convention 2024 in Davao City on October 10-11, 2024. The convention aims to address the housing sector's challenges and opportunities while developing a unified strategy to tackle the country's growing housing needs.

Themed “Puy-anan para sa tanan: Collaborating towards a Unified Housing Roadmap,” the event will gather representatives from the public and private sectors, including government officials, developers, suppliers, technology proponents, financing institutions, and beneficiaries. The primary goal is to finalize a joint resolution with recommendations to strengthen the housing sector. Discussions will focus on the Unified Housing Roadmap for 2025 - 2040, which seeks to align government and private sector efforts to meet the increasing housing demand in the Philippines.

“The main objective of the Unified Housing Industry Roadmap is to provide a clear framework for addressing the country's housing backlog,” said SHDA National Chairman, Ar. Leonardo Dayao Jr. “This roadmap will guide both government and private stakeholders with strategies, policies, and targets to help meet housing needs for the next 15 years. We have completed the first draft and are now consulting with industry stakeholders to ensure that their inputs are incorporated.”

The two-day convention, led by the National Developers Convention Chairman, Ms. Maya Colayco, will cover topics such as the Philippine Development Plan and Housing Industry Roadmap, streamlining permitting processes, and the development potential of emerging local government units (LGUs) in Mindanao. Financing and incentive mechanisms for the housing sector will also be discussed, along with best practices for sustainable and resilient housing. Success stories from Mindanao-based developers will be highlighted, offering insights on replicating their achievements in other regions.

The convention will also align the Unified Housing Roadmap with the Marcos Administration’s flagship Pambansang Pabahay Para sa Pilipino Program (4PH). DHSUD will present program implementation details, aiming to encourage private sector participation.

Building on the success of last year’s National Developers Convention in Cebu City, which saw over 500 attendees, SHDA National President Atty. Joy Manaog stated, “The decision to hold the convention in Davao City is part of SHDA's effort to strengthen regional participation. We believe that involving local developers and government executives in these discussions is crucial in addressing the unique housing challenges in their areas. Mindanao, in particular, offers vast opportunities for housing development, and we aim to generate greater interest and investment in the region.”

Key government speakers at the event include Dr. Girlie Grace Igtiben, Director of the National Economic and Development Authority (NEDA); Atty. Angelito Aguila, Director of the Department of Human Settlements and Urban Development (DHSUD); Anna Liza Bonagua, Director of the Department of the Interior and Local Government-Bureau of Local Government Development (DILG-BLGD); Atty. NEDA and DHSUD Approve Adjusted Guarantee Ceilings for Low and Medium-Cost Housing

August 2024, PHILIPPINES – In response to a request from the Subdivision and Housing Developers Association (SHDA), the National Economic and Development Authority (NEDA) and the Department of Human Settlements and Urban Development (DHSUD) have approved new guarantee ceilings for low- and medium-cost housing packages. This adjustment, formalized through Joint Memorandum Circular No. 2024-001, addresses the need to align housing costs with current economic conditions.

SHDA has been actively sending its position to the proper agencies for a review of the ceiling. In their latest request to NEDA on July 22, 2024, for approval from the Philippine Guarantee Corporation (PHILGUARANTEE), NEDA Undersecretary for Policy and Planning, Dr. Rosemarie G. Edillon, in a letter addressed to SHDA through its chairman, Ar. Leonardo Dayao Jr., and President Atty. Joy Manaog, stated, “The adjustment was deemed timely and necessary as it accounts for the country's prevailing economic conditions.” The recommendation, based on NEDA's price inflation analysis, led to the establishment of new guarantee ceilings, setting them at PHP 4.9 million for low-cost housing and PHP 6.6 million for medium-cost housing.

"This adjustment is a significant step towards making housing more accessible to Filipino families," said SHDA Chairman, Ar. Leonardo Dayao Jr. "We are grateful to NEDA and DHSUD for considering our request and understanding the challenges faced by the housing sector."

SHDA President Atty. Joy Manaog emphasized the importance of this decision, stating, "The revised ceilings will help bridge the gap between rising development costs and the affordability of homes for many Filipinos. This is a positive development for both developers and prospective homeowners."

The Joint Memorandum Circular No. 2024-001 specifies the following adjustments: Low-Cost Housing ceiling adjusted to PHP 4.9 million, and Medium-Cost Housing ceiling adjusted to PHP 6.6 million. Rising material costs, labor expenses, and overall inflation trends were key factors considered in these adjustments. NEDA's economic analysis highlighted that these new ceilings would provide a more realistic framework for housing developers and make it easier for potential homeowners to purchase properties within their budget.

According to their mandate to jointly determine price ceilings for socialized, low-cost, medium-cost, and open housing every two years, the DHSUD and NEDA have set the ceilings as follows: Level 1-A (Socialized) - PHP 300,000 and below; Level 1-B - Above PHP 300,000 to PHP 500,000; Level 2 - Above PHP 500,000 to PHP 1.25 million; Level 3 - Above PHP 1.25 million to PHP 3.0 million; Medium Cost - Above PHP 3.0 million to PHP 4.0 million; and Open Market - Above PHP 4.0 million. Since its revision in 2007, the price ceilings for socialized and economic housing have been revised several times through various resolutions due to the steadily increasing costs of raw land, development, construction materials, and labor. The most recent revisions before this adjustment were the May 11, 2022, “DHSUD-NEDA Joint Determination for Economic Price Ceiling,” setting the economic guarantee ceiling to PHP 2.5 million, and Joint Memorandum Circular No. 03, Series of 2023 “Adjusting the Price Ceiling for Socialized Subdivision and Condominium Projects” from PHP 580,000 to PHP 850,000.

In November 2023, based on the current Consumer Price Index (CPI), Residential Real Estate Price Index (REPI) of the Bangko Sentral ng Pilipinas, and the minimum wage as parameters for the adjustments, PHILGUARANTEE re-submitted an adjusted proposal of PHP 4.99 million and PHP 6.65 million for low-cost and medium-cost housing, respectively.

The new guarantee ceilings are expected to benefit many prospective homeowners, making it easier for them to achieve their dream of owning a home in these challenging economic times.
